Kaili Kan:For historical reasons, especially while the DNS being a non-profit activity, ICANN was made up by professionals of the DNS industry. However, after DNS became a profit industry, especially after ICANN became independent of the US government, things have changed completely. On the other hand, because of the uniqueness nature of the DNS, it does need to be regulated as a natural monopoly. This brings a significant conflict-of-interest between the end-users of the Internet and DNS vs. a DNS industry based ICANN sectors (SO/ACs).

Kaili Kan:Therefore, being the authority and regulator of the DNS industry, a vital change was missing during the Transition, i.e., the change of ICANN's fundamental composition. According to the entire theory and practice of economics, ICANN should now be composed of all sectors representing Internet/DNS end-users/consumers with voting power, while representatives of the DNS industry itself, e.g., registries/registrars, should only play an advisory role.
