Use Google Translate
https://translate.google.com/ allows you to translate the text of a document such as a PDF. Here's a screencast showing how to select the language and upload a PDF.

Using Google Docs
If you are a Google user with a Gmail account, you can use Google Docs to upload and convert a document to Google Docs and then use the built in translation tools of Google Docs to create a new language version of your document.

Microsoft Office
