- Replacement RAA was available for voluntary adoption or renewal immediately following the Board resolution in May 2009. The primary incentive for early adoption was a 10% reduction in registrar transaction fees and registrar variable fees for registrars enrolled in the new RAA. This incentive was approved in the FY10 Operating Plan and Budget adopted by the Board in June 2009.
