Although the idea has been discussed already in the past, during the At-Large Summit in Mexico 2009 for instance, the first concrete proposal was made in work team B, during the ICANN meeting in Cartagena in December 2010. The proposal has been developed by a small number of people (Wolf Ludwig, Olivier Crepin-Leblond, Wolfgang Kleinwächter, and Sandra Hoferichter) in close collaboration with ICANN Staff (Filiz Yilmaz, Sr Director Participation and Engagement of ICANN and Heidi Ulrich, Director for At-Large). The draft proposal at <https://community.icann.org/display/Improve/ICANN+Academy+Proposal> is online and is a result of various consultations within the group mentioned above and is opened for comments since August 22, 2011. The proposal is based on the concept of the International Summer Schools on Internet Governance (see www.euro-ssig.eu and www.south-ssig.com.ar) and should now be adapted to ICANN needs.
