2024-09-24 ALAC Monthly Teleconference

  •  bill.jouris to review the Consumer Survey RFP and provide feedback on whether there are additional details should be added with regards to the end user surveys. Aim is to complete the review by the early October

Bill's Comments:

I've reviewed the RFP.  I see two points: 

    • As part of Survey A2 (page 7), end users as asked various questions about new gTLDs, starting with which new gTLDs they have visited most.  It seems to me that there ought to be an initial question as to whether, and to what extent, end users are even aware of gTLDs beyond the original ones. I note that this was apparently asked, in some fashion and for an extremely limited subset of gTLDs, in the Phase 2 Survey in 2015. 
    • The High Level Selection Criteria (page 9) include points about the would-be contractor's experience in conducting surveys.  But I would like to have seen something addressing the contractor showing awareness of how the social/technical environment has changed in the last decade.  In particular, the willingness to members of various demographics to respond to messages, calls, emails, etc. from a previously unknown source.  I note, for comparison, that we have been seeing serious flaws, over the past 5-10 years, in political polling in the US.  Flaws that stem from precisely this issue.  It would be useful to have some indication that the vendor is aware of the issue and has some plans to address it. 

The Process (page 6) does envision the selected contractor working with ICANN on the methodology to be usedBut it seems desirable to have some idea, going in, of the contractor's views on the subject.
